The Challenge

Leaders of today's psychiatric hospitals face tough challenges. From ensuring the safety of staff and patients to raising funds, or winning the ongoing support of diverse stakeholder groups, these individuals must be prepared to overcome a multitude of obstacles in order to provide the highest level of quality care to those with mental illness.

We need an advocate who understands the forces that shape change while also paying close attention to the successes and challenges of the past; someone who is a seasoned leader and visionary; someone who will establish and secure the strategy for sustained credibility for Western State Hospital (WSH).

About Western State Hospital

Located on 264 acres at the historic site of Fort Steilacoom in Lakewood, Washington, Western State Hospital is one of the largest psychiatric hospitals west of the Mississippi. WSH is one of two state-owned psychiatric hospitals for adults, and provides evaluation and inpatient treatment for individuals with serious or long-term mental illness that have been referred to the hospital through the Regional Support Network (RSN) system.

WSH is the regional state psychiatric hospital for 19 western Washington counties for both voluntary admissions and involuntary commitments. The hospital also serves the needs of all individuals who have been committed as a result of a criminal proceeding.

WSH is a licensed and accredited hospital in compliance with the requirements of the Centers for Medicare and Medicaid Services (CMS) and The Joint Commission (TJC).

Position Overview:

Reporting to the Mental Health Division Director, the Chief Executive Officer (CEO) is responsible for the overall strategic direction and oversight of a psychiatric hospital with over 2000 employees that provides around the clock care to approximately 900 patients.

This position plans, organizes, directs, controls, and evaluates all hospital programs and activities to assure delivery of the highest quality mental health patient care consistent with evidenced based practice and resources available. The incumbent is the ultimate policy decision-maker for the hospital. As the hospital's appointing authority, the CEO has delegated authority and responsibility to take personnel actions on all issues involving the employees of WSH.

Other key responsibilities include:

  • Planning, organizing, supervising and evaluating all hospital programs and activities; maintaining accreditation, certification, and compliance with standards of The Joint Commission (TJC) and Centers for Medicare and Medicaid Services (CMS) standards and all other regulatory/accrediting bodies for various hospital services.
  • Patient care and staff and patient safety; overseeing the formulation and implementation of hospital policies and procedures. Directing, supporting, and evaluating the managers who administer hospital programs and supervise hospital employees.
  • Responsibility for fiscal management and oversight of the biennial hospital budget (nearly $170 million annually) working in conjunction with financial management, clinical, administrative department heads and MHD/HRSA.
  • Facilitating and coordinating hospital services with other Department of Social and Health Services administrations and facilities, community mental health programs, and Regional Support Networks.
  • Maintaining strong working relationships with public safety organizations; state and local government officials; city and county prosecutors' offices, local hospitals, labor organizations, colleges and universities, community agencies and the public media; reviews written correspondence to family members, local citizens and constituent services.

Candidate Profile:

The most successful candidate will be a dynamic, professional, and passionate advocate with a reputation for innovation, leading through challenging situations, energizing change, and sustaining improvements. We are most interested in candidates with extensive experience in public mental health or other in-patient community services. Serving as the chief spokesperson for the organization, this person must have superb interpersonal and communication skills. The ideal candidate will be an inspiring public leader, while also possessing the ability to coach and lead a staff in an environment that fosters safety for all, creativity, teamwork, a commitment to excellence, and mutual respect. A business savvy healthcare executive with demonstrated fiscal accountability as well as the ability to build and maintain effective relationships with staff, families, the community and key stakeholders is essential in this role. A Master's degree or higher in Health Care Administration, Business Administration or a related healthcare field is strongly preferred.

DSHS is the largest agency in state government, representing almost one-third of the state budget.

Administration/Division Profile:

Within the agency, DASA is part of the Health and Recovery Services Administration, which includes medical assistance programs and mental health treatments as well as chemical dependency services. A key role for the administration is to integrate these three dimensions of health care and to pioneer systems that recognize their interdependence. DASA collaborates with other divisions and service providers to deliver this integrated approach that recognizes the physical and behavioral needs of each client, as well as the recovery potential within all of us.

Within this setting, DASA coordinates efforts to help individuals and communities with problems related to the abuse of drugs and alcohol. DASA works with county government, tribes, non-profit organizations, and other state agencies to develop prevention programs, and provide treatment programs. Treatment services are based on the knowledge that addiction to alcohol and drugs is a progressive disease, and that early intervention and treatment result in long periods of sobriety, abstinence, and/or reduced drug use. For some eligible individuals, DASA provides a variety of support services including housing following in-patient treatment youth support services, child care when a parent attends an outpatient treatment appointment, and transportation to/from appointments.

Position Overview:

The Director provides the overall management, vision, leadership and direction for a division with nearly 100 full-time employees and $335 million biennial budget. As a key member of the HRC Executive Committee, this position works collectively with other agency leaders in an inclusive and transparent environment to ensure the division's programs and services are aligned with the values, goals and objectives of the agency. The Director will work diligently to gain the respect, confidence and trust of service providers necessary to continue implementing treatment integration to more efficiently deliver shared services. DESIRED QUALIFICATIONS:

Education

  • Graduation from a recognized four-year college or university with a Bachelor’s Degree or higher, preferably in public administration, business administration, law, political science, or a related field; and

Experience:

  • · Five years of full-time paid managerial experience overseeing an administrative function, division, or department, encompassing personnel administration and fiscal/budget management.
  • At least one year of the five years of full-time paid managerial experience must have been obtained working for a public agency and must have been related to the duties of the Los Angeles Office of the City Clerk, such as: service in a capacity equivalent to a municipal clerk, assistant or deputy municipal clerk, or in an elected office representing a public agency; election consultation, preparation and administration (preferably in California); or interpretation and application of extensive or complicated legislation/policy.

THE SUCCESSFUL CANDIDATE WILL:

  • Have a strong background in managing core administrative support functions, including knowledge of creating and administering budgets and contracts, utilizing the principles of personnel management, and applying other general administration or organization techniques;
  • Possess substantial knowledge of the legal duties of the City Clerk;
  • Have experience in the administration of tax collection, issuing/recording licenses, and elections for a large municipality;
  • Demonstrate the ability to effectively respond to, negotiate conflict between, and maintain positive relations with the officers of the City, City management, the public, non-profit and community organizations, other municipalities and governmental agencies, and news media;
  • Possess a track record of recognized and demonstrated leadership, accomplishment and superior performance, and of working collaboratively with public officials, civic groups and private citizens; and
  • Demonstrate the capacity to build coalitions among diverse interests in Los Angeles communities

The successful candidate will also have strong leadership ability and the skills necessary to facilitate change, inspire teamwork and adapt to rapidly changing environments and issues. Strong interpersonal and superior communication skills are a must.
