David Safavian, the general counsel of the American Conservative Union, also serves as director of the ACU Foundation's Nolan Center for Justice. He held two senior policy positions in the administration of President George W. Bush: administrator for federal procurement policy and chief of staff of the General Services Administration. Previously, he served as chief of staff to U.S. Rep. Chris Cannon of Utah and as a legislative aide to U.S. Rep. Bill Schuette of Michigan.
