C.A. "Dutch" Ruppersberger, a Democrat, is serving his eighth term representing Maryland's 2nd Congressional District in the U.S. House of Representatives, where he is a member of the House Appropriations Committee.
A former assistant state’s attorney in Baltimore County, Ruppersberger was elected to the Baltimore County Council in 1985 and was elected county executive in 1994. He attended Baltimore City College and the University of Maryland at College Park, and earned his law degree from the University of Baltimore Law School.
