Jon Russell, a Culpeper, Va., town councilman, is the founder and director of the American City County Exchange, a nonpartisan organization of local elected officials which is affiliated with the American Legislative Exchange Council and promotes efficiency and waste minimization in government through limited-government and free-market solutions.
Russell previously served as a city councilman in Washougal, Wash., where he was twice elected mayor pro tem by his colleagues. An alumnus of the American Council of Young Political Leaders, he holds a bachelor's degree in homeland security and emergency preparedness from Thomas Edison State College and is a member of the Virginia Defense Force, an all-volunteer military organization whose mission is to assist the Virginia National Guard as directed by the governor.
