The amount that land-grant, historically Black colleges and universities have missed out on in the last three decades according to letters from the Biden administration to the governors of 16 states. The schools that Education Secretary Miguel Cardona and Agriculture Secretary Thomas Vilsack mentioned in the letters were established under the Morrill Act of 1860 and the second Morrill Act of 1890.
