The California Independent Systems Operator CEO Elliot Mainzer, regarding the extremely high electricity demand across California and other western states as a brutal heat wave covers the area. The ISO may order utilities to impose rotating blackouts if the energy demand does not decrease. The last time shutdowns were implemented was August 2020, when outages, which lasted anywhere from 15 minutes to two and a half hours, affected about 800,000 homes and businesses.
